How to Sole Source a Contract to Better Process Group (BPG)
Service-Disabled Veteran-Owned Small Business (SDVOSB)
Federal agencies can award contracts directly to Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) like Better Process Group (BPG) without competitive bidding under specific conditions defined by the Federal Acquisition Regulation (FAR). Eligibility for Sole-Source Awards to SDVOSBs
Under FAR 19.1406 (“Sole-source awards to SDVOSB concerns”), a Contracting Officer must consider an SDVOSB sole-source award before small business set-asides when all of the following are true:
Single capable source: No reasonable expectation of receiving offers from two or more SDVOSBs.
Award price limits: ≤ $7 million (manufacturing NAICS) ≤ $4 million (all other NAICS)
No 8(a) conflict: Requirement isn’t currently an 8(a) procurement.
Responsibility determination: BPG is a responsible contractor per FAR subpart 9.1. Fair & reasonable price:
Price evaluated and deemed market-competitive.
Note: Solo-source SDVOSB awards qualify under the “other than full and open competition” exemption in FAR 6.302-5(b)(6)—no synopsis in SAM.gov is required when using the SDVOSB authority.
